Japan introduced a new strategy to guide tourists toward less-visited regions as overtourism grows in Tokyo and Kyoto. The Japan National Tourism Organisation and All Nippon Airways now offer free domestic flights across ANA’s entire regional network for UK and European travellers. The initiative runs from 24 November to 31 January 2026 and aims to ease pressure on crowded destinations by redirecting visitors to quieter areas.
Free Flights Encourage Multi-Stop Itineraries
The “Stopover & Add-on Free Fare” programme lets eligible economy passengers from the UK and Europe book up to two free domestic flights on an international booking by 31 January. These flights can depart anytime after that date. Travellers can fly to Tokyo and continue to Hiroshima, Aomori or the Izu Peninsula without paying extra airfare. ANA says the offer allows visitors to design multi-stop itineraries at no additional cost.
Taxes and fees still apply, and availability may vary by route and date. Travellers can book the offer through travel agents, ANA offices outside Japan or directly with ANA.
Redirecting Tourists Toward Lesser-Known Regions
Tokyo and Kyoto continue to face pressure from overtourism, with Japan recording 36.9 million visitors in 2024. More than 90 per cent of travellers say they want to visit regional areas, yet fewer than 10 per cent actually do so. Japan hopes to shift visitor flows into under-touristed destinations through the new free-flight scheme.
The programme grants access to over 40 ANA hubs, part of Japan’s largest domestic network, making multi-stop travel easier and more affordable. ANA says the campaign will help reduce strain on popular hotspots, support regional economies and offer travellers more authentic experiences.
